In January of 2005 the 16 superintendants of the Inter-County and Tri-County Leagues voted to merge the schools to form a new 16 member athletic league.  The member schools that make up the ITCL are:

- United Eagles

- Leetonia Bears
- Lowellville Rockets
- McDonald Blue Devils
- Sebring Trojans
- Southern Indians
- Wellsville Tigers
- Western Reserve Blue Devils
